James Michael Monroe

Convicted felon sought; failed to appear for trial

The Medford Police Department and Crime Stoppers of Southern Oregon are asking for assistance in locating convicted felon James Michael Monroe. Seven warrants are out for his arrest.

In 2003 in Medford, Monroe was indicted on charges of possession of controlled substance, criminal possession of a forged instrument in the first degree, theft in the third degree, theft in the second degree, unlawful possession of phosphorus, false information to police, and menacing. Monroe has failed to appear for his trial on these charges, and on March 9, seven warrants were issued for his arrest.

Monroe’s first conviction in Oregon was in 1995 in Lincoln City when he was convicted of attempting to elude a police officer in a vehicle. In 1997, the Toledo Police Department arrested Monroe for resisting arrest, criminal driving, driving under the influence and unauthorized use of a motor vehicle. He was sentenced to seven years’ probation and fined $2,700.

Monroe, born May 4, 1971, is described as a white male adult, 6 feet tall, weighing approximately 260 pounds. He has brown eyes and brown hair, although he may have a shaved head. He has a scar on his face, his forehead, right cheek and left thigh, as well as a tattoo of a Chinese yin/yang symbol on his upper left arm and pierced ears.

Monroe may be using the aliases of Michael Merrill, or James Michael Big-Papa. The picture shown here, taken Feb. 24, is the most recent available.

Because Monroe has several associates in Medford, officers believe he is still in this area. If you see Monroe, or have information of his whereabouts, please contact your local police department or Crime Stoppers of Southern Oregon at 800-3-DETECT (800-333-8328) and refer to case No. MT-58.
